Charles Hempfling


Mr. Hempfling is a senior consultant with a proven track record in service measurements, operations, labor relations, operations support systems, and planning and management of telecommunications operations.  He has deep expertise in the local loop, operations processes, expense reduction, outside plant construction, process engineering, and how telecommunications companies are organized and work. 

As a consultant familiar with the nuances of interacting with management, regulators, and consumers, Mr. Hempfling specializes in helping smaller companies and CLECs grow, and assisting vendors to establish long-term relationships with carriers. He also focuses on process improvement analysis and has served as an advisor to government agencies on operational and service-related issues for implementation of the 1996 Telecommunications Act.

Mr. Hempfling entered consulting following a distinguished career in senior executive positions at Ameritech and Bell Systems companies. At Ameritech he managed the Engineering and Construction of Ameritech’s Outside Plant Network, with oversight over 6,500 employees and an annual budget of over $800 million. At Michigan Bell, he served as General Manager-Residence Markets, where he was responsible for 2.9 million residence customer accounts with annual revenue of $1.1 billion. Earlier he held other senior positions at both Michigan Bell and Illinois Bell.
